Plumbing in Burbank: what to know

Burbank became a city on July 8, 1911. Inside its limits are Hollywood Burbank Airport, the Warner Bros. and Walt Disney studios and Magnolia Boulevard, and its neighborhoods range from Magnolia Park, Downtown Burbank and the Media District to the Rancho Equestrian District, a district of horse properties. Past the flats, the Burbank Hills lead up toward the Verdugo Mountains and Stough Canyon. On the far side of the city line are Los Angeles and Glendale.

Burbank's housing count in the US Census (ACS 2024 5-year) is about 46,200 units. Half were standing by 1959, the median year built; 72 percent went up before 1980; and 44 percent are detached single-family houses, so most of Burbank's homes are apartments, condos and other attached units. Many of the houses on the flats date from the 1920s through the 1950s. Open a wall in one of them and you tend to find galvanized steel supply pipe or early copper, and under the yard a clay sewer lateral carrying waste out to the main in the street.

Those materials age in ways a plumber can predict. Galvanized pipe rusts on the inside until a shower that once ran strong barely trickles, or the first water out of a tap runs brown. Old copper thins and pinholes, often inside a wall nobody has opened in decades. Clay laterals were laid in short lengths, and roots from mature trees find the joints until the lowest drain in the house backs up. The foothill homes in the Burbank Hills add the problems of a slope: a sewer line that has a long way to go before it reaches the street, and a pressure regulator that can wear out under the pressure arriving from the main.

Burbank Water and Power, owned by the city, provides both the water and the electricity, and SoCalGas supplies the gas. Out in the yard, the private sewer lateral belongs to the owner, who keeps it in repair all the way to the public main, on the flats and in the hills alike. Plumbing permits come from the City of Burbank: we pull them for gas lines, repipes, lateral repairs and water heater swaps, then close them once the city inspection passes. Every Burbank call is dispatched from Los Angeles and gets our 24-hour emergency response.

Burbank borders Los Angeles and Glendale. We serve those cities as well, and their calls are handled from our Los Angeles location like every other. A person answers at any hour, the plumber finds where a leak or blockage begins before cutting into a wall or a floor, and work starts only after you sign the written estimate.

What Burbank calls are usually about

  • 01Galvanized or early copper supply lines in the 1920s to 1950s houses on the flats, with low pressure or rusty water, priced in writing two ways, as a spot repair and as a whole-house repipe.
  • 02Clay sewer laterals under older lots in Magnolia Park and Downtown Burbank that roots have packed, cleared and then inspected by camera from the cleanout to the main.
  • 03Failed pressure regulators and long sewer runs at hillside homes in the Burbank Hills, where pressure from the street can strain every faucet, toilet valve and hose in the house.
  • 04Water heaters that quit in Burbank houses, condos and apartments alike, swapped out under a City of Burbank permit, with two seismic straps on the new tank and a relief line that ends where hot water can do no harm.

From the Census

How old Burbank housing is, and what kind

  • 1959Median year built
  • 72%Built before 1980
  • 44%Detached single-family
  • 46,243Housing units

About 72 percent of Burbank housing went up before 1980, and the rest came later. The older homes typically run galvanized or copper supply lines with cast iron and clay waste pipe; the newer ones switched to copper or PEX, with plastic drain pipe. Two addresses on the same block can show one symptom for two different reasons, so a problem that keeps coming back is traced to where it starts before it is priced.

Detached houses on their own lots account for 44 percent of Burbank homes, and condos, townhomes and apartments make up the remainder. Where walls and drain stacks are shared, the plumber works out which unit a leak begins in before anything is opened.

How a call goes

What happens between your call and the finished repair

  1. 1

    Call or write

Phone us or send the form on this site. At midday, at midnight or on a holiday, a person answers and asks what you are seeing.

  2. 2

    Pick a time

You decide when the plumber comes. If water is still running somewhere it should not, the visit is handled as an emergency.

  3. 3

    Written price first

The plumber tracks down the cause, then puts the price in writing. Nothing gets opened, cut or replaced until you agree to it.

  4. 4

    Test and tidy

You see the repair working before anyone leaves. The work area is cleaned, and the old parts go away with the plumber.

Common questions

Plumbing questions from Burbank

Who supplies water to my Burbank home?
Burbank Water and Power, the utility the city owns, which also supplies the electricity. Gas comes from SoCalGas. Neither one looks after your private sewer lateral. That line stays the owner's until it reaches the public main, so a root blockage or a cracked joint in it is a job for a plumber.
My house on the Burbank flats still has its original pipes. What usually fails first?
In a house from the 1920s to the 1950s it is usually the galvanized supply pipe, which narrows with rust until the pressure drops, or the clay sewer lateral, where roots get in at the joints. Older copper can pinhole as well. The plumber finds the actual leak or blockage first, then writes up an estimate for the repair, and for a repipe if that turns out to be the better answer.
Does swapping out a water heater in Burbank need a city permit?
Yes. The City of Burbank issues that permit, and it covers repipes, sewer lateral work and gas lines too. California code wants the tank strapped against earthquakes at two points. Its relief valve, the one that opens on too much temperature or pressure, needs a discharge pipe run to a safe place. Gas connections get a pressure test. We file for the permit before the old heater is disconnected, and the city inspector's sign-off closes it.
